Project description

Located in northern Labrador, Nunatsiavut is homeland of the Labrador Inuit, including five Inuit Community Governments. The Nunatsiavut Government (NG) is self-governing, operating under the Labrador Inuit Land Claims Agreement and Labrador Inuit Constitution.

In 2023, the NG launched a comprehensive growth, housing, and development strategy to guide long-term planning and support infrastructure development for the next 20 years and beyond.

Central to this initiative is meaningful community engagement, ensuring that the strategy reflects the aspirations of Labrador Inuit for the future.

As part of this overarching strategy, the NG hired 21FSP to develop an expansive 10-year economic development plan for the construction sector.

To bring this strategy to life, we partnered with the NG, leaders of the Inuit Community Governments, key informants, and stakeholders across Nunatsiavut and Newfoundland and Labrador. Our work included conducting an organizational review, population modeling, developing a recruitment and retention strategy, engaging in extensive fieldwork, and updating procurement policies.

This Strategy also includes a detailed implementation schedule, with ongoing consulting support.
