Nova Scotia's picturesque South Shore, is a vibrant community known for its rich maritime history and natural beauty. The municipality is committed to sustainable growth and enhancing the quality of life for its residents.

In 2024, 21FSP was contracted by the Municipality of the District of Shelburne to develop a comprehensive socio-economic and housing development strategy, alongside a framework for addressing homelessness. This initiative aimed to support the municipality’s economic and community growth in strategic sectors, and to provide a tailored approach to tackling homelessness in a rural context.

The project included extensive background research, including literature reviews and case study analysis. 21FSP also conducted extensive outreach and engagement. This involved consultations with community members, stakeholders, and experts across various sectors. Engaging with a wide range of voices provided valuable insights and fostered community buy-in for the proposed initiatives.

In developing the socio-economic and housing development strategy, 21FSP explored various sectors for potential growth. This strategic exploration identified key opportunities and areas for development that align with the municipality's long-term goals. The resulting strategy provided a roadmap for sustainable economic growth and improved housing solutions.

Additionally, 21FSP created a framework for addressing homelessness, specifically tailored to the rural context of the Municipality of the District of Shelburne. This framework included actionable recommendations and strategies designed to effectively address homelessness, considering the unique challenges and opportunities of the rural setting.

The final report provided the Municipality of the District of Shelburne with clear, actionable plans to support their strategic growth and address homelessness effectively.
